When cites in Texas need to expand their borders to expand and growth, they are often able to do so because they have an area reserved just for this purpose. It is called the ETJ for short.

In all major Texas cities Zonability covers, there is an ETJ with the exception of Dallas (there is an ETJ for Dallas but they don't have digital data).

Even though ETJ properites are free of zoning approval burdens they still have to meet building codes. It is prudent to contact the city's building department and/or fire department to get building codes information.
